Keeping You Informed

The proposed re-development of Flora Place continues to evolve. There have been numerous meetings with the Flora Place Tenants Association executive. Not all of the Flora Place residents are always available so therefore WHRC has agreed to provide a periodic update on what is happening. We will provide a newsletter on a regular basis as the project progresses.

WHRC is pleased to announce that the redevelopment of Flora Place was selected as one of 16 projects to receive the 2008 CMHC Housing Award.

Tenant Meeting - Preparing to Move

WHRC will be holding a meeting for Flora Place tenants on Tuesday, June 19, at 10:00 A.M. Age & Opportunity will be providing an information session on preparing to move and what to take with you.

The meeting will take place at the Seniors' Centre at the North End Centennial Pool. Refreshments will be provided.

Construction Update

The construction of Flora Place is on schedule. Please remember that the construction site is not open to the public.

Letter to Tenants

WHRC has included a letter with this newsletter to all Flora Place tenants. The letter is to confirm if they plan to move into the new development. All Flora Place tenants are asked to sign, and return the letter to WHRC. We have included a postage paid envelope.

Last month tenants, currently living at Flora Place received a notice to vacate by September 31, 2007. If you have any questions call the office at 949-2880.

Security Deposits

Before moving into the new unit tenants must:

  • complete an application
  • provide income verification
  • pay security deposit (1 BR - $250, 2 BR - $315)

Security deposits are now being accepted with a completed application. You can pay your Security deposit all at once or over the next few months. For more information call the office.

Window Coverings

At this time, it is unknown as to whether or not the units will include window coverings. WHRC will let tenants know once a decision has been made. We appreciate your patience.

Construction Update

The construction of Flora Place is on schedule. Please remember that the construction site is not open to the public. WHRC is planning a tour for Flora Place tenants once the interiors are completed.

Next Tenant Meeting

WHRC will be holding a meeting for Flora Place tenants on Wednesday, March 28, at 10:00 A.M. The purpose of the meeting is to identify where returning tenants will be placed in the new Flora Place Development. There will also be time set aside to answer tenant questions.

The meeting will take place at the Seniors' Centre at the North End Centennial Pool. Refreshments will be provided. If you need a ride to the meeting call 949-2880.

Questions and Answers

Q: How is the unit heated?
A: Individual electric furnaces - forced air with HRV (heat recovery ventilator).

Q: Will there be visitor parking stalls? If so how many?
A: Yes, there will be 4 visitor parking stalls.

Q:Can I have a garden in the back? If so, how big can it be?
A: Yes, tenants can have a garden. The garden size will depend on the size of the backyard on each unit.

Q: Will my yard be fenced? How high will the fence be?
A: Yes, There will be a 6 foot tall chain link fence along the back and shorter fences approx. 42 inches (similar to what is currently used at Flora Place) between units.

Q: I know I will have to pay a damage deposit; can I pay for it now?
A:Yes

Q: I know WHRC does inspections; will there be one right after I move in?
A:There will be a inspection within 60-90 days after the tenant moves in.

Tenant Insurance

The average cost of tenant insurance, ranges between $240 - $250/year without any discounts. A non-smoking person over 65 may pay only $196/year. The above insurance rates are for $25,000 worth of basic coverage and $1,000,000 3rd party liability. Most insurance brokers will offer monthly payments as well.

Tenant Meetings

The purpose of the meeting is to talk to tenants about their plans to move into the new Flora Place Development. During the meeting, WHRC's Property Manager, will review the leasing package with tenants. There will also be time set aside to answer tenant questions.

The meeting will take place at the Seniors' Centre at the North End Centennial Pool. Refreshments will be provided. If you need a ride to the meeting call 949-2880.

Decluttering Tips

Take 15 minutes each day to declutter an area and create a more peaceful home.

1. Do a little every day - use a timer. The house did not get dirty overnight and it will not get clean overnight. When you set the timer you can only do two sessions at a time. In a couple of months, the whole house will be decluttered.

2. Decluttering Equipment: You will need garbage bags, boxes, magic markers, and a dust rag. Label the boxes "Give Away", "Throw Away", and "Put Away". Line the "Throw Away" box with a plastic garbage bag.

3. Set your timer: for 1 hour (or 30, 15, or 10 minutes - it doesn't matter how long). Just do the job as fast as you can and do not pull out more stuff than you can put away in that length of time. Not all of them at once!

4. Start at the entrance to the room: Then, work your way around the room clockwise. Do not skip a spot. Whatever happens to be next, just do it.

5. Declutter Away! With boxes at your feet and dust rag in your waistband, start off by cleaning out and getting rid of the things that do not belong in the room. Put garbage in the "Throw Away" box, donations in the "Give Away" box, and stuff that goes somewhere else in the "Put Away" box. Don't worry that you do not have a place for everything right now. By the time you finish, you will.

6. What to declutter? Things to ask yourself as you get rid of your clutter: Do I love this item? Have I used it in the past year? Is it really garbage? Do I have another one that is better? Should I really keep two? Does it have sentimental value that causes me to love it? Or does it give me guilt and make me sad when I see it?

7. When the "Throw Away" box gets full, pull out the garbage bag, and put it in the trash can. Put a new garbage bag in the "Throw Away" box and keep on Flying until the timer goes off.

8. When the "Give Away" box gets full, you can donate to the area thrift shop or call for it to be picked up. Now, grab another box, label it "Give Away", and get back to work.

9. When the "Put Away" box gets full, take the box in your arms and run around the house and put the items in the room where they belong. If they have a place, put them there, if not put them in the room where they logically belong. By the time you have finished you will have a place for everything and everything will be in it's place.

10. Timer Goes Off: When the timer goes off, you have to put away all the boxes, but first you have to empty them all. Go as fast as you can!

Tenant Meetings

Construction is going well and the new project is on schedule. In February, WHRC will be contacting each tenant to talk about where they would like to live and answer their questions. Following the individual meetings, WHRC will hold a meeting for all Flora Place tenants.

WHRC is in the process of organizing a few meetings to help prepare Flora Place tenants for the move to the new buildings. These meetings will be held in early spring and offer information on a variety of topics.

In February, WHRC will be contacting each tenant to talk about where they would like to live and answer their questions.

Preparing for Winter Storms

1. Have a battery-powered radio and flashlight and fresh batteries.

2. Set up a buddy system with someone who can check in with you to make sure you have everything you need.

3. Make sure you have a 3 day supply of water and ready to eat canned or dry food and a manual can-opener. Remember to store water and food for your pets.

4. Clear paths of travel around your home. Even with a flashlight, the dark will impair your mobility.

5. Check with your local pharmacy and neighborhood grocery to see if they make deliveries. During stormy weather, getting out of your home for a few days may be hard - try to have a week's supply of medication.

6. To keep warm during a power outage make sure you have extra blankets.

7. If you use a motorized wheelchair or scooter, consider having an extra battery or manual wheelchair available.

Official Announcement November 17! (Updated)

Please join WHRC and all three levels of government on November 17, for the official funding announcement for the Flora Place Redevelopment Project. The announcement is scheduled for 1:00 P.M. at the construction site. Flora Places tenants and their families are welcome to attend the announcement. Refreshments will be served. Flora Place Development Receives Green Light

WHRC is pleased to announce that construction will begin on the Flora Place Development within the next few weeks. This project is being made possible with support from all three levels of government. Once the construction begins we will have a better idea of when the project will be completed.

The first part of the project will be the construction of a temporary road that will provide car access to the back lane behind Selkirk Avenue. As the construction begins please remember that everyone's safety is very important and we ask that tenants stay away from the construction area.

If you have any questions or concerns contact WHRC directly as we don't want the contractor interrupted. Stephanie Noga will be the Project Manager and will provide WHRC with regular updates that we will share with you.

Construction Contract Awarded...

The construction contract was awarded to Penn-Co General Contractors a Manitoba based company. The company has completed a number of large projects and will bring their skills to Flora Place.

Construction Update...

The demolition has begun and should be completed by the end of the month. Soon there will be fences going up so once again please respect the area surrounding the demolition - it is there for your safety. Also WHRC is asking tenants to contact us if you have any questions regarding the demolition or construction. Do not call the demolition company or interrupt their work.

E.R.I.K.

E.R.I.K. (Emergency Response Information Kit) is a package designed to provide vital information quickly to emergency personnel in times of crisis. The kit includes your doctor's name, medical history, medications, pharmacy and is attached magnetically to your refrigerator.

It also contains a space for a living will and an organ donor card. If you need help filling out the forms, ask your next of kin so that they'll be notified of any emergencies.

Last week during the Community Meeting the Flora Place Tenants Association held their elections. Tenants at the meeting voted for:

Group Meeting

The architects are still finalizing the building plans. Once the architects are ready, WHRC would like to have the architects present the building plans to Flora Place tenants. The presentation would include both site plans and unit floor plans.

Once a meeting date has been set, WHRC will send each tenant an invitation to the meeting.

After the meeting, Flora Place tenants will be contacted to schedule individual visits to discuss your concerns. Until the plans are ready there is very little information to share.

We thank you for your patience and hope to show you the plans in the next few weeks.

Garage Sale

If any tenants are interested in selling items they don't plan to move to the new building it might be helpful to organize a community garage sale. Often the bigger the sale, the better the turn out.

Construction Update

As the architects finalize the building plans, WHRC is working toward removing the vacated houses. Demolition is planned to begin in May but specific dates have not been announced. WHRC will contact tenants once a start date has been confirmed.

Permission to Dispose

Flora Place tenants who have been relocated are asked to complete the "Permission to Dispose" letter and return it to the office. Relocated tenants are also asked to submit a copy of their reconnection charges to Sheila for reimbursement.

Over the next few weeks you may notice workers in the area drilling holes to test the soil in preparation for the construction. Architects are still finalizing the floor plans.

March Visits

Income Tax Clinics

Age & Opportunity offers annual tax clinics from early to mid-March in various locations across the city. Services offered at the Tax Clinics are free of charge.

Seniors who use the Tax Clinics must be 55 or older and meet the income criteria set annually by the Canadian Customs and Revenue Agency:

  • single income less than $25,000.
  • couple combined income of less than $30,000.
  • returns will not be completed for persons who are self-employed, have rental income, or foreign income.

Construction Update

As mentioned in the previous newsletter, the architects are still working on the floor plans. Tenants will have an opportunity to view the floor plans once they have been finalized.

Meeting with Tenants

During the month of March we will be arranging to meet individually with the Flora Place tenants that have not been required to relocate at this time. If you have any questions or concerns you would like to talk to us about before March please call 949-2880 and ask to speak with either Menno or Sheila.

Hydro Costs

In order to determine the rent amounts for the new project, WHRC will need to review tenants average monthly hydro cost. You can get this information by calling Manitoba Hydro or reviewing your monthly statements. Please call us, once you have the average amount.

Making Choices

  • Things to keep when you move and downsize
  • Possessions to give to friends and family
  • Items to be sold in garage sale
  • What you want to be donated to charities
  • Trash, broken objects, and other items to be thrown away
  • Things I can't decide about now and need to think more about

Downsizing Tips

When preparing for the move to your new home we suggest reviewing the following tips by Ramona Creel an organization specialist. Ask yourself some questions:

  • How little can I get by with (and still be comfortable) at my new place?
  • Which of the items I own now are really important to me?
  • Is it beautiful, useful, or loved? Or am I just keeping it out of habit?
  • Will it still be useful in my new home?
  • Is this piece of furniture comfortable?
  • Is it easy to care for, or does it require special attention?
  • Is this appropriate for my physical condition or stage of life?
  • Will this fit in my new space?

Building Update

At this time the architects are still working on the floor plans. Tenants will have an opportunity to view the floor plans once they have been finalized.

We are currently meeting with Flora Place tenants who need to relocate before construction begins. After we have met with those tenants, we will then meet with the remaining tenants, to answer their questions.

Some tenants have already selected a new location and they will begin moving in early January. If you have not found a new place to live, WHRC still has units available. If you would like to know more about these units, to schedule a tour, or have a question regarding your move, please contact Sheila at 228-5518.

Moving Tips

  • Take photos of each room of your home.
  • Start cleaning out now - instead of under pressure. Some people like to start by setting aside items they know they don't want to keep and giving them to family, friends or a local organization as a donation.
  • When you know where you are moving, lay out a floor plan. That way you can think through what will fit comfortably.
  • Mark every box or item to be moved with a number and label the box. Mark on the box what room the box contents came from and to what room it is going. Also keep an itemized list of what is in each box.
  • Work with friends and/or family to help direct the move and keep you on track.
  • On moving day, always have at least one other person to help supervise the move.

Community Meeting

A community meeting to review the revised building plan has been scheduled for November 29, 2005 at 6:00 P.M. The meeting will take place at the Seniors' Centre at the North End Centennial Pool (corner of Dufferin Ave. & Sinclair). Refreshments will be provided. Each tenant will receive a invitation by mail. Demolition Notice

Under the Manitoba Residential Tenancy Act, WHRC is required provide three months notice for demolition. Every Flora Place tenant will receive a notice before the end of November indicating that they have to be out by February 28, 2006. This notice is only to comply with the Residential Tenancy Act. WHRC will work with all Flora Place tenants to make the relocation process as smooth as possible.

Housing Units Available

WHRC currently has a number of vacant apartment units in some of our buildings close to Flora Place. These units are being made available to Flora Place tenants. If you would like to know more about these units or schedule a tour please contact Sheila at 228-5518.
